Dave was named chairman of WellCare’s board on May 22, 2013 and interim CEO on November 1, 2013. Dave has been a WellCare director since 2009. He leads WellCare in its mission to provide quality, cost-effective health care solutions for the company’s members, providers and government customers.
He has been president of Tucker Advisors, Inc., a sole proprietor private investment and advisory firm, since 2002. Dave served as the chairman and CEO of APW, Ltd., a manufacturer of specialized industrial products, from 2003 to 2005, and chairman, CEO and a significant owner of Columbia National, Inc., a real estate financing company, from 1993 until 2002. He also previously was an executive vice president at PaineWebber Inc., where he headed the company’s Principal Transactions Group, from 1986 through 1993. Dave served as president and CEO of General Electric Mortgage Capital Corp. from 1984 through 1986. Prior to GE, he was with McKinsey & Company. He currently serves on the board of The Hanover Insurance Group, and previously served on the board of the Wild Oats Corp. from 2004 to 2007.
Dave holds a bachelor's degree from George Washington University and an MBA from the University of Chicago.
Larry has served as senior vice president & chief human resources officer since joining the company in October 2010. He has more than 20 years of strategic human relations experience in the health care sector. At WellCare, he ensures that the company attracts, develops and retains a talented and engaged workforce. He provides oversight in the areas of talent management, compensation, benefits, learning and development, succession planning, talent acquisition and human resources information systems.
Before joining WellCare, Larry was the senior vice president of human resources at ValueOptions, a managed care company specializing in the management of behavioral health services. Before that, he served as vice president of human resources at WellPoint, Inc. Larry has also had leadership positions with E. & J. Gallo Winery and IBM.
He earned his bachelor’s degree in business administration and master of industrial relations degree from the University of Minnesota.
Cyndi has served as senior vice president and chief compliance officer since November 2013. She leads and directs the company’s corporate compliance and ethics program, and oversees the company’s compliance with the laws and regulatory requirements applicable to the company and all of its divisions, subsidiaries and affiliates. She reports to the CEO and the Regulatory Compliance Committee of the WellCare Board of Directors.
Cyndi joined WellCare in July 2012. Before assuming her current position, she served as vice president and assistant general counsel, providing legal leadership in the areas of contracts, business and insurance, and regulatory affairs. Prior to that, she served as senior corporate counsel.
Before WellCare, Cyndi was senior counsel for the Pacific Northwest National Laboratory’s Battelle Memorial Institute. Previously, she was deputy general counsel for King Abdullah University of Science and Technology in Saudi Arabia. Earlier in her career, she was senior vice president, general counsel and corporate secretary for the Baylor College of Medicine. Cyndi holds a bachelor's degree from Allegheny College and a juris doctorate, cum laude, from the University of Houston.
Ken was named president, national health plans on January 27, 2014. He has profit and loss responsibility for all of the company’s health plans and product lines.
Ken spent 14 years as an executive with UnitedHealth Group, rising through positions of increasing responsibility. Early in his career at UnitedHealth, he was senior vice president, national underwriting and CEO of the central Texas business. He was later named CEO of UnitedHealthcare of Arizona, a position he held for three years. He then served as president, UnitedHealthcare’s Public Sector and was CEO of the company’s southwest region. Ken was named CEO of UnitedHealthcare Group’s commercial business for two years before being named CEO of Secure Horizons. In 2010, Ken joined Coventry Health Care as CEO of the Medicaid Division and CEO of MHNet, a behavioral health business unit. More recently, he was president and CEO of Blue Cross and Blue Shield of Minnesota.
In addition, Ken has served on a number of boards in the health care industry. He holds a bachelor’s degree in American Studies from Amherst College and a law degree from University of Connecticut School of Law.
Steven has served as senior vice president & chief medical officer since July 2013. He has more than 16 years of clinical leadership experience. At WellCare, he is responsible for coordinating clinical functions, driving enterprise-wide quality and accreditation results, and enhancing the company’s cultural competency initiatives. In addition, he represents WellCare’s public position on health care and medical issues with regulators, government customers, providers and trade groups.
Prior to WellCare, Steven served as senior medical director for Coventry Healthcare of Kentucky. Previously, he was vice president and chief of medical affairs for Express Scripts. Additionally, he has held clinical leadership roles with Humana, Excellus Blue Cross Blue Shield, Aetna and Kaiser Permanente.
Steven earned a bachelor’s degree from Georgetown University, a doctor of medicine degree from Jefferson Medical College and a master of business administration from Binghamton University. He completed his residency in family practice at Wilson Regional Medical Center in Johnson City, N.Y. He is a diplomate of the American Academy of Family Physicians and a diplomate of the American Board of Family Medicine. He has active medical licenses in Indiana, Kentucky and Missouri.
Rose was named Senior Vice President and Chief Information Officer on Feb. 10, 2014. She has responsibility for all of the company’s Information Technology (IT) functions.
Rose most recently spent two years as executive vice president and CIO for FairPoint Communications, a leading telecom and broadband provider. Previously, she was senior vice president and CIO for Hawaiian Telcom from 2008 to 2011. She was vice president, systems for Freddie Mac, and prior to that was vice president, systems for MCI. She was vice president - systems, architecture for XO Communications and spent four years with Verizon, first as vice president - strategic billing & business solutions and later as group information officer. Rose also spent several years as a management consultant and software architect.
She holds a bachelor’s degree in accounting and a master’s of science degree in finance, both from Bentley College, Waltham, Mass.
Lisa has served as senior vice president, general counsel & secretary since February 2012. She has almost 20 years of corporate legal experience. At WellCare, she provides legal counsel and guidance to the board of directors, the CEO, company officers, directors and other managers on all corporate matters. She oversees all legal functions, including contracts and litigation. She also oversees corporate communications.
Lisa joined WellCare in February 2010 as vice president of securities and assistant general counsel. Before WellCare, she held positions as general counsel and corporate secretary for Nordstrom and as general counsel and secretary of Spherion Corporation. Previously, she was a corporate and securities attorney with Greenberg Traurig and a certified public accountant with KPMG Peat Marwick.
Lisa holds a bachelor’s degree in business administration and a master of accountancy degree from the University of South Florida. She earned her juris doctorate from the University of Miami, graduating first in her class. She is a member of the Florida, Washington and District of Columbia Bars and is a certified public accountant in Florida.
Mike has served as senior vice president of operations since September 2013. He is responsible for member and provider operations, customer service, acquisition integration, and related activities.
Mike joined WellCare in May 2005. Before assuming his current position, he served as vice president of corporate initiatives and strategy. He also held positions as senior director of health plan finance, director of health plan operations and director of health business planning and analytics.
Prior to joining WellCare, Mike held roles with JP Morgan Chase as assistant vice president of treasury and security services and as assistant treasurer of balance and liquidity management. Mike earned a bachelor’s degree in decision and information science from the University of Florida and a master of business administration from the University of South Florida.
Blair is the chief strategy and development officer, overseeing the creation, implementation and sustainability of company-wide strategic initiatives. In addition, he leads business development opportunities and ensures that company operations are consistent with WellCare’s long-term strategic priorities.
He is responsible for integrating WellCare's interactions with government entities and directing the company's business development, government affairs and public policy functions. Blair joined WellCare in 2010 as senior vice president and chief compliance officer, directing the company’s corporate compliance and ethics program.
Previously, Blair served as senior vice president, general counsel and secretary for MedCath Corporation, a national health care provider. He has also served as deputy general counsel of compliance and litigation at BearingPoint, where he was a member of the Compliance Steering Committee and participated in the formation of the Office of Chief Compliance Officer, including the creation and implementation of ethics, privacy, regulatory and human resource training programs.
Prior to his tenure at BearingPoint, he was a partner in the New York law firm of Carter, Conboy, Case, Blackmore, Maloney & Laird, P.C., having previously served as a law clerk to United States District Judge Con G. Cholakis of the Northern District of New York. Blair received his bachelor’s degree in political communication from The George Washington University. He earned his juris doctorate, cum laude, from Brooklyn Law School.
Tom has served as senior vice president and chief financial officer since he joined the company in July 2008. He has more than 20 years of financial experience in the health care sector. He leads the company's financial activities, including financial and performance management, capital strategy and planning, investment management, corporate development and investor relations. He also leads technology, analytics and internal controls, and has strategic and financial responsibility for the PDP and specialty pharmacy businesses.
Before WellCare, Tom served as president, chief operating officer and chief financial officer of CareGuide, Inc., a health care management services provider. He has also served as chief financial officer and senior vice president of Uniprise, a principal operating business of UnitedHealth Group. Previously, he was chief financial officer and senior vice president at ConnectiCare Inc., a health maintenance organization based in Connecticut, chief financial officer of Blue Cross and Blue Shield of Massachusetts and vice president of finance and controller of CIGNA HealthCare.
He earned a bachelor’s degree in accounting from Seton Hall University and a master of business administration in finance from New York University.
