The Lewin Group is a national consulting firm that provides research and analysis services for the health care industry.

Lewin reviewed the performance of Connecticut's HUSKY Program. It compared the current HUSKY program with the potential benefit of adopting a new “managed fee-for-service" model of coverage. The study found the HUSKY Program to be successful. It showed that the program is above national Medicaid managed care norms in the following areas:

• Delivers large-scale cost savings to taxpayers.
• Improves access to physician and preventive care services, for example EPSDT.
• Achieves high rates of enrollee satisfaction.

The study also recommends ways to strengthen the HUSKY program. It suggests increasing the fees of physicians and dentists to attract them to the program.
